Julian Castro, Mayor of San Antonio Texas the first Latino Keynote Speaker at a DNC Convention! Castro to share stage with First Lady Michelle Obama, & former President Jimmy Carter!

The Democratic National Committee will be gaveled in today to formally nominate  President Barack Obama and Vice President Joe Biden for a second term.  The DNC Convention Delegates and state Delegations reflect such a diverse group of people of all walks of life that represent the national Democratic Party. Further this convention will reflect the milestone that Latinos have achieved as Texas Mayor Julian Castro of San Antonio becomes the first Latino ever to serve as the Keynote Speaker at a DNC Convention.  Introducing Mayor Castro, is his twin Democratic Nominee for Congress and State Representative Joaquin Castro of San Antonio.  Today, the nation and world will meet two young rising stars in the Democratic Party at the 2012 DNC Convention.  They are close like the Kennedy brothers, but one is older by only minutes. Their humble roots hardly reflect the Standford and Harvard education they both achieved together.  Their mother Rosie Castro, is the foundation in their young lives, as America and the world are introduced to the Castro twins.

Mayor Julian Castro is now in the category of Texas legends. He is the third Texan to serve as Keynote Speaker of the DNC, his predecessors are Congresswoman Barbara Jordon, and Governor Ann Richards.  Barbara Jordan was a politician and a leader of the Civil Rights movement who became the first African American elected to the Texas Senate after Reconstruction and the first southern black female elected to the United States House of Representatives. Governor Ann Richards was the 45th Governor of Texas and the second female governor of Texas.  Richards first came to the national political arena as the state treasurer of Texas, when she delivered the keynote address at the 1988 Democratic National Convention. Today, history is made once again.

Juan Sepulveda also of San Antonio has led the leadership at the DNC for Latino outreach for the convention and this is proving to be a big convention for Latinos at the DNC.  The DNC has increased political participation and engagement of Latinos in the party at all levels.  At this convention, every record of Hispanic convention participation has been broken.  This includes:  naming  Mayor Antonio Villaraigosa of Los Angeles, California as Democratic National Convention Chair, and naming  San Antonio, Texas Mayor Julian Castro as Convention Keynote Speaker, two key positions for the Democratic National Convention.

In addition the following reflects the outreach and leadership positions of Latinos in the Democratic Party and for the 2012 DNC Convention:

*Los Angeles, California City Councilman Eric Garcetti serving as Chair of Democratic Municipal Officials (representing city council members, mayors, and other municipal elected officials),

*Record number of Latinos participating in the2012 convention—there are 759+ Delegates, Alternates, or standing committee members to the convention in 2012 (a new record); there were 658 in 2008 (a record then),

*There are a Record number of Latinos named as national members of the 2012 Convention Standing Committees—Chairwoman Congresswoman Debbie Wasserman Schultz appointed 19 Latinos of 75 national positions, over 25% of spots.  For the first time more than ten Hispanic leaders have been appointed to national spots on the convention standing committees.  Past Democratic conventions had anywhere from 0 to 7 Hispanics nominated to these positions,

*Record number of Hispanics named to leadership positions for 2012 Convention Standing Committees—5 of 18 positions, nearly 28% of spots,

*Five Latino leaders have been selected to the 18 leadership positions of the 2012 Platform, Credentials and Rules Committees.  In 2012, nearly 28% of the Convention Committee leadership positions will be held by Latinos;

·         Credentials Committee Co-Chair, San Antonio, Texas Mayor Julian Castro
·         Credentials Committee Vice-Chair, Nevada State Assemblywoman Lucy Flores
·         Platform Committee Vice-Chair, Colorado State Representative Crisanta Duran
Platform Committee Vice-Chair, Futuro Fund Co-Chair Andres Lopez of Puerto Rico
·       Rules Committee Vice-Chair, Los Angeles, California City Councilman Eric Garcetti
·
Two Latino leaders were also named to the Platform Drafting Committee: Stanford Law School Professor Tino Cuellar and New Organizing Institute Special Projects Director Carlos Odio.

In addition, a record number of Hispanic national organizations are attending the 2012 Convention (in comparison to only 5 groups attending in 2008); 43 organizations accepted the invitation to participate in the 2012 convention (this was the first time most of these organizations have been asked to attend a Democratic National Convention).  The list includes: the National Association of Latino Elected & Appointed Officials,      Hispanic Federation, National Assoc. of Hispanic Federal Executives, National Council of La Raza,·         National Hispanic Caucus of State Legislators, National Hispanic Foundation for the Arts, National Puerto Rican Coalition, Inc., US Hispanic Chamber of Commerce, SER- Jobs for Progress National, Inc., U.S.- Mexico Foundation, Hispanic Heritage Foundation, Hispanic-Net, National Association of Hispanic Nurses, U.S. Hispanic Leadership Institute, New America Alliance, Voto Latino, Mi Familia Vota,·         National Hispanic Corporate Council, Nat’l Assoc. of Hispanic Real Estate Professionals, Latino Leaders Network,  Aspira, The Hispanic Institute, National Hispanic Leadership Agenda, National Hispanic Medical Association, National Association of Hispanic Publications, National Hispanic Media Coalition, National Immigration Forum, Labor Council for Latin American Advancement (LCLAA), National Hispanic Council on Aging, Colorado Immigration Coalition, National Society of Hispanic MBA's, Congressional Hispanic Caucus Institute,  Latinos in Social Media, Chirla (Los Angeles), AARP, Multicultural Markets & Engagement, North American Integration & Development Center, New York Immigration Coalition,Hispanics in Philanthropy, League of United Latin American Citizens (LULAC), MANA, A National Latino Organization, Southwest Voter Registration and Education Project, National Conference of Puerto Rican Women, and the United Farm Workers (UFW).

The Obama Administration and the Democrats have demonstrated their commitment to public policy initiatives and causes that positively impact the greater Latino community.  This election has been considered “the” election where Latinos can flex their political muscle and influence the outcome if not determine who the next President will be.  But although polls show 70’%  of Latinos support Obama, the challenge continues to be to get out the Latino vote. In addition the Latino vote in Florida, Colorado, Nevada, New Mexico and other battleground states can determine who is elected president.

The unprecedented outreach by the political arm of the Obama Administration is unmatched by the Republican National Committee, and reflects the commitment by the Obama Administration to include Latinos in all facets of political activism which results in political empowerment and policy initiatives that reflect the needs of the greater Latino community.  This is not tokenism or political propping.  This is a major step forward.

The Keynote Speaker address by San Antonio Mayor Julian Castro is tonight!  Don’t miss it!  It is on prime time and will be on every network, if not – you must go to CNN for their live coverage.

Pre DNC Convention! Beautiful Charlotte, North Carolina

Saturday in Charlotte, North Carolina I took care of the most important convention task for me to do, and that is attend my first national committee meeting for the DNC Standing Committee on the Rules.  Basic rule of thumb, be a good committee member (you were appointed) and attend the meeting on time, listen, learn, and be helpful if needed.   Simple presentation of the party officers, the agenda,  the rules that will govern the convention and a formal vote by the committee.  Task complete!

The vendors are setting up outside the convention as well.  Lots of cool stuff here already including this years "Obama Bobblehead" complete with his hand on the bible, and American flag (I think his smile is bigger on this editions bobblehead).

The Texas Delegation hotel this convention is the Great Wolf Lodge. Texas is a red state and seems as though because we are a RED state we always get the farthest away real estate assigned to us.  This convention is no different as we are in Concord, North Carolina, not exactly where all the action is Downtown.  The trip coordinators told someone that we are so far because our delegation is so big.  California is a huge state but a blue state and their delegation is Downtown!!  So I don't buy it.  We are ALWAYS far and since I've been going to Democratic Conventions we've been a red state!  So I say let's get Paul Sadler elected to the US Senate so we can be considered a "purple" state and get better hotels at next DNC Convention!

(Photo from Google search)
On the plane I met some Texas Delegates, guests, committee members, and volunteers. Everyone is gearing up for the convention and the election! Lots of people are excited about the "whisper" campaign regarding who in Hollywood and in the entertainment industry will be coming in for the convention.  The airport whispers I heard were that special celebs Beyonce and her man Jay-Z will be here for their friends the Obamas, big question is will Blue Ivy be attending her first Democratic convention? Last convention in Denver, celebs mixing with the people on the convention floor included Spike Lee and Oprah was seen going from one secret agent door to another (wink wink). The "whisper" campaign (with a lot of media speculation) includes that Betty White would bring down the house if she is the elder stateswoman to address the convention after Clint Eastwood had his "senior moment" talking to an empty chair at the RNC Convention!

Today kicks of 12 parties around Charlotte, welcoming 6,000 delegates. Texas's bash is with other states (I'll share more later on this).

The protesters have set up too including bus loads joining Occupy Charlotte at Marshall Park. Estimates of protesters converging on the convention are between 2,000 and 10,000 (only 500 attended the RNC although Hurricane Isacc was a factor).  I haven't ever been to a DNC Convention where there weren't protesters!

BORDER TALK will NOT be on location here!!
And the media biggies have rolled in and set up. CNN, Fox News, ABC have stages set up for on location broadcasting. Considered the media mouth piece for the Republican Party, The Fox is broadcasting out of the NASCAR Plaza Building and interesting to note that a Republican Party source stated that the GOP has rented space at the NASCAR Plaza Building for the Democratic Convention! Guess Fox News will be getting their "dummie talking notes" from a GOP runner inside the building to their stage outside!!

The DNC Rules Committee Called to Order by Gov. Martin O'Malley & State Attorney General Kamala D. Harris

The DNC Standing Committee's have convened!! Governor Marin O'Malley and State Attorney General Kamal D. Harris has called the meeting to order.  He has presented the members of the committee and DNC Parliamentarian for the meeting.

The Rules Committee authority and interpretation of the rules that will govern the Convention.  The committee consists of a base of 161 members, allocated to the states and territories in accordance with the same distribution formula used to allocate delegates to the Convention.  Former State Representative Rick Noriega is here and on the Committee.

The other standing committees of the 2012 Democratic National Convention that are meeting include the Standing Committee on Platform, and Standing Committee on Credentials.

The entire Convention is governed by the rules!

(This is my first DNC Convention where I serve on a Committee.  I will be posting a potpourri of things from the convention from the blog.  I will be updating this post as well..)

TWO THUMBS UP: Democratic Primary Run-off 2012

It's been a very long and tedious 2012 Primary Election because of redistricting, Supreme Court ruling and delayed date for the Primary and then Run-off. I am giving my "two thumbs up" for the election and here it is, brief and to the point. The turn-out is low, and we need to encourage everyone we know to go to the polls, get this Primary 2012 over with and get on to the General where we need to re-elect our President Obama. So here goes:

US SENATE: PAUL SADLER
The clear choice. These are the big newspapers endorsing Paul Sadler.  Sadly, our newspaper is not bold enough to make a sound decision based on facts, background, capacity, Democratic credentials so they stayed out of the public debate and did no endorsement. Unfortunate but her is what the MAJOR newspapers around Texas have said.  My "two thumbs up" for Paul Sadler!

The Houston Chronicle , “Sadler, 57, a father of five who served in the Texas House  from 1991 to 2003, is an East Texas Democrat from the classic mold – a populist with common sense and a keen understanding of budgets, as well as a knack for honest deal-making, looking out for the interests of working Texans and understanding the importance of keeping government spending in line with revenues.”

The Dallas Morning News, “Texas Democrats have a proven legislator in former state Rep. Paul Sadler, who clearly deserves his party’s nomination in the race to replace retiring GOP Sen. Kay Bailey Hutchison.”
The San Antonio Express-News“Sadler is up to speed on a broad range of domestic and foreign policy subjects. He is the only Democrat who will be able to go toe to toe in a contest with a well-funded Republican opponent.”
The Austin American Statesman “Paul Sadler is the clear choice. His legislative skill and talent can’t be denied.”
The Austin Chronicle, “In the Texas House (1991-2003), Sadler was a champion of education and health care, and a budget maven. He’s also the only Democrat on the ballot with even a remote chance to take on the Republican nominee.”

###
Justice 8th Court of Appeals:  Marcos Lizarraga.  The 8th Court of Appeals requires the writing of opinions.  In addition, the Democratic Nominee will face a Republican in November.  The best person for this bench is Judge Marcos Lizarraga.
Unfortunately for him, the far east quadrant of the district demonstrated 4,000 votes for his opponent former Judge Yvonne Rodriguez which has demonstrated an interesting voting trend in what is to us as East of El Paso and is an area that elected Martha Dominguez for SBOE even though she did not campaign. In addition, a lot of people would like a weaker candidate for the General election.
###

41st District Court:  Mike Cervantes.  He is an experienced lawyer, received the El Paso Times Endorsement and pointed out serious conflict of interest issues with his opponent Anna Perez including undue influence on a lobbying contract for her husband and a vendor.  In addition, she herself drafted the lobby agreement between her husband and the vendor which leads to questions about her ethics. Considering the aggressive stance the El Paso Times has taken on corruption, it is interesting to note their lack of endorsement of Perez, who is clearly tied to Escobar (makes you wonder).  Mike has 35 years as an attorney and trial lawyer. Lead council in over 500 Civil and Criminal jury trials. He has handled over 20,000 cases. Has served as Assistant District Attorney in both Harris and El Paso County. Assisting City Prosecutor for the City of El Paso. And has served as a professor at EPCC.  Mike Cervantes the right person for this bench he trailed in the Primary.

###
The 388th District Family Court:  Laura Strathmann

Laura has the hands-on experience in the court room in the field of family law. It is a critical requirement for any candidate seeking to serve as a judge of a family court to have this experience.Laura has guided families through the step-bystep process of family crisis, stood by them through the struggles, and helped them identify solutions to get back on solid footing.  In addition Laura has served in a leadership role when she served as president of the Family Law Bar Association for three years.  Laura has actually practiced in the family law court room and has handled cases in areas such as adoption, divorce, custody, military law, alternative families, and elderly law. Laura Sthrathmann the most qualified candidate for the job!
###

448th District Court: Re-elect Judge Regina Arditti: Judge Arditti has experience in the Courtroom in more ways than one!  This experience provides her the unique capacity to serve on the bench and empathize with those appearing before.  In addition, she has run a simple but effective campaign utilizing her name ID and now famous court case cautiously and effectively. Judge Arditti should remain on the bench!!

 ###

Criminal Court #1: Theresa Caballero:  She is a force of nature to be reckoned with. She doesn't take no for an answer without asking the right questions. She is known as a fearless fighter for the underdog and she has gotten into trouble for her "take no prisoners" attitude!  No doubt she will light a firecracker every day at the Court House but do not doubt that a person will get a fair trial in her courtroom.  She is most likely to get a reality show for being Judge Theresa, of the "People's Court".

###

County Commissioners Court #3: Chente Quintanilla! Not a public speaker,  some call him a "career" politician, but do not doubt that Chente gets elected and re-elected because he knows personally 1000 people from the "Valley" by first name. He is an old school politico, one of the last few remaining from the "Chacon/Moreno" era.  What you see is what you get. He shifts the power at the County Commissioners Court when he get's elected because he is "old school" and he will remember how the County Judge treated him and opposed him publicly.  This is going to make for some good government when he gets elected to Commissioners Court!

###

The 23rd Congressional District: Ciro Rodriguez. He will carry El Paso!  The 23rd Congressional District has now been drawn into Ysleta. Precincts South of the Freeway, East of Zaragoza belong to the new redistricted congressional seat thanks to the aggressive leadership of County Judge Veronica Escobar who campaigned to remove THE VALLEY PRECINCTS so that the 16th Congressional District would be electable to her political ally, Beto O'Rourke the Democratic Nominee.  The district is where the Old Res of the Ysleta Del Sur Pueblo is located as well as the New Res housing and community center is located in Socorro. This has made  the "Perfect Storm II" where the old political "Padrinos and Madrinas" of the Valley came forth together to rally around a successful Democratic congressman who previously represented the area.

This race will demonstrate a political precinct trend on the power of the old guard.  State Representative Pete Gallego was not able to garner the support of former County Judge Alicia Chacon nor former State Rep. Paul Moreno in his corner and it is not a reflection of a bad relationship of the three (Gallego, Moreno, and Chacon), it is a direct reflection of the whisper campaign against County Judge Veronica Escobar for stripping the Valley, the first El Paso County seat, from the 16th Congressional District.  Big stakes on the results of this race in El Paso.  Ciro lead the race in the Primary, but Pete Gallego has been able to steal away the precious crown jewel from Ciro in his hometown. Rising star Mayor Julian Castro (D-San Antonio) has endorsed Pete over Ciro making Ciro's old turf a battleground too.  Ciro Rodriguez will carry El Paso!  Pete Gallego will make up his loss in San Antonio and West Texas will be an old Texas shoot out!

BREAKING: Coalition for Responsive Government Files Letter of Intent for Referendum Against Demolition of City Hall, Use of Certificates of Obligation for non Emergency Items!

I happened to be at the studio preparing for tomorrows show when Manny Hinojosa, a member of the Coalition for Responsive Government gave me a copy of the "Letter of Intent" the filed with the City Clerk, July 10, 2012.

The letter reads:

City Clerk
City of El Paso

To Whom It May Concern:

The Coalition for Responsive Government hereby gives notice of its intention to circulate an initiative petition to rescind approval of demotion of city hall, financing of a downtown sports complex and use of certificates of obligation for non-emergency projects in excess of $25 million.

The letter provides notice of intention to pursue an initative petition consistent with Section 3.11 - Initiative: Whenever a number of registered voters equal to at least five percent of the voters who voted in the last general City election sign a petition setting forth the precise content of an ordinance desired by the signers, the Council must place that ordinance on the agenda of a council meeting to be held withing thirty working days of the receipt, by the City Clerk, of the petition bearing the authenticated names and addresses of the petitioners.  Such an item shall be treated by the Council exactly as any other proposed ordinance.  Should an ordinance proposed by such petition not be enacted by the Council, or should it be enacted in an amended form, a second petition, signed by a number of registered voters erqual to at least fiver percent of the voters who voted in the last general City election, may be submitted to the City Clerk and that official shall have twenty working days in which to authenticate the signature and thereafter must place the ordinance on the ballot at the next general election specified in State law, if the proposal received the favorable vote of a majority of those voting in that election it shall thereupon become a City ordinance.

The petition seeks approval of an ordiance that rescinds any and all ordinances relative to demolition of city hall, approval of a downtown sports complex and use of non-voter approved certificates of obligation for non-emergency projects in excess of $25 million.

In the event the city council fails to approved said rescission, the Coalition for Responsive Government shall gather a second petition to take the mater to the voters.

BALLOT LANGUAGE:  Shall the City of El Paso rescind approval of the demotion city hall, taxpayer financing of a downtown sports complex to benefit private capital and use certificates of obligation to finance non-emergency projects?

Very Truly Yours,

Manny Hinojosa
Coalition for Responsive Government

I typed this as it was presented (cell phone camera not uploading) but this is a "wrench" in the public conversation (or lack of it) regarding the construction of a baseball stadium with 100% taxpayer dollars.  Stay tuned....glad I was still here....

City Council will take up the proposed baseball stadium on Tuesday, June 26 at City Council Chambers. You must sign up to speak by 8:30 am (Colonial Rule)

Baseball in "FOSTERVILLE"!!
The El Paso City Council will meet Tuesday, June 26, beginning at 9 AM, City Council Chambers Downtown.

On the agenda for discussion is the public funding for a $50 million dollar baseball stadium for the privately owned Triple A team being purchased by “Billionaires for Progressives" (BFP) - the Hunts and the Fosters. A new colonial rule by the BFP controlled City Council, is that you must sign in by 8:30 to speak (I don't know how they do that, restrict people from speaking but they will do anything to limit public debate – unheard of in state government public hearings).

The El Paso Times has already taken a position on the issue by posting an editorial in favor which means they have more information than they have shared with their readers. (I am editing a long blog on that in a bit).

I am not going to support a bond that isn't inclusive and where public funds are not fairly distributed.  Historically, South of the Freeway and the Lower Valley always get short changed in projects funded by public bonds.  In addition, bond monies usually get hijacked and redirected to other projects when no one is watching. In addition, City Council recently gave Lincoln Center back to Texas DoT and my understanding is that Lincoln Center is being considered for a health clinic and there are rumored conversations being coordinated by the office of State Senator Jose Rodriguez regarding some sort of Lincoln Community Center being part of the public use.  (I’ll believe it when I see it). Meanwhile, the infrastructure South of the Freeway corrodes everywhere else other than the property around the medical school.

If you are interested in voicing your opinion on this (for or against) you must go to this emergency meeting.  It is an emergency because the “Big Boys” have to seal their purchase of the baseball team with the condition that we the taxpayers build them a “fancy shmancy” stadium with an equally fancy “owners box” that you and I will never see.

Date:  Tuesday July 26
Where:  City Council Chambers, 2nd Floor
Time:  To speak you must sign up by 8:30 am

Expect to be there a long time.  The strategy utilized by the powerful elites when trying to pass a controversial agenda item that has to do with taxpayers publicly funding a private enterprise, is to “wait-out the opposition”.  So pack a lunch!

Martha Dominguez, STATE BOARD OF EDUCATION DEMOCRATIC NOMINEE OFF BALLOT! Demonstrates Notarized Paperwork!!

Martha Dominguez the Democratic Nominee for SBOE, has provided the "certificate of withdrawal" statement issued by the Secretary of State.  The date of the statement was acknowledged on April 25th and received by the Secretary of State on May 1, 2012.

This means the SBOE 1 will go into Democratic Rules and Election Statues to determine who will be the nominee.  I believe that this will kick in the power of the SDEC to select the nominee from the two candidates, Sergio Mora of Laredo and Andres Muro of El Paso.  Mora had the 2nd most votes in the race.

Stay tuned......

"Dos Pajaritos Cantando" It's Not How The Sausage is Made - El Paso Democrats!!

All kinds of sausage out there!
A political mentor once told me "it's not how the sausage is made, it's how good it tastes after, cause no one remembers how it is made when you eat it".  It is a take from the quote , "Laws are like sausages.  It's better not to see them being made", by Otto von Bismarck (1815-1898) a German Prussian politician.

I have a colorful conversation bashing me on my Facebook page "The Norma Chavez Blog" about my last post where "dos pajaritos cantando" let the cat out of the bag on the talk about town (in Demo circles) of a smack-down take over of the El Paso Democratic Party by the Veronicun political faction and their new aligned political allies.

I want to remind people that when I started to blog I stated that "Dos Pajaritos Cantando" would be bout "political chisme" because I wanted to separate blog posts on real issues and political opinion.  So, be clear if I have "dos pajaritos cantando" in the title or beginning of my piece, it is CHISME! These quickie political chisme bloggies called "Dos Pajaritos Cantando" are intended to tell who is saying what to who and where in the "who done it" method of providing "chisme".  That is all.  Some "shock and awe" and some of it TRUE!!

This being said, the Texas Democratic Party is full of "pajaritos cantando" first the word on the street in Facebook posts and private FB message groups is that County Judge Veronican Escobar will be taking her entourage of voters that include State Representative Marisa Marquez, County Commissioner Anna Perez, former Senator Eliot Shapleigh, City Rep. Susie Byrd, former Mayor Ray Caballero, Senator Jose Rodriguez, (these are the actual names I have heard NOT confirmed). These are not folks taking the Democratic bus, they are flying on exotic airlines and via fancy shmancy land rover type vehicles to do exactly what? I don't know.  First time EVER (and I have been to conventions for the last 20 years) that I have EVER EVER, EVER, seen this political group at a Democratic Convention.

I've already mentioned the known or alleged candidates for our local Democratic Party positions but now is when the sausage is made (and sometimes it ain't pretty). Coalitions will be formed, aligned, and realigned, a vote taken and the cards will fall as they fall.  Clearly, something is going on if in fact this group is going to the convention.

Die hard loyal Democratic Party loyalists are going, as are members of the El Paso Young Democrats, El Paso Stonewall Democrats, Paso Del Norte Tejano Democrats, West Tejano Democrats, Black El Paso Democrats, West Side Democrats, East Side Democrats and independents will be heading on a bus, via private vehicles, and plane.  Who will have the winning coalition?  Will be interesting to see.

All these groups will be solidly united on one vote.  That is the vote of El Paso's own Michael "Keny" Apodaca as our Texas Democratic Party Treasurer.  This is really outstanding for El Paso to have a state Democratic Party officer on the board.  A bigger blog will be dedicated to Mike and his Democratic leadership roles.  Best to you, unless he gets an opponent at the last minute, his vote is pretty much an insider agreement by all.  That is a huge testament to Michael Apodaca!

El Paso Democratic Party Politics & the Texas Democratic Convention: The Alonzo Factor or Non-factor

"Dos Pajaritos Cantando (pio pio pio)"In the political rumor mill the whisper campaign is that County Judge Veronica Escobar and State Representative Marisa Marquez are secretly recruiting and hauling voters on a plane and land rovers to the Texas Democratic Convention to oust local political operatives from the camp of former State Representative Paul Moreno (interesting, rumor I heard not once but twice and on air today on BORDER TALK)

State Representative Robert Alonzo is a strong and experienced Democratic Party Latino Organizer in the Hispanic Caucus and is rumored to be helping with the underground operation (allegedly).  He and Dr. Jose Angel Gutierrez (a primary founder of La Raza Unida Party) are credited with orchestrating necessary votes to take over the Texas Mexican American Democrats (MAD) causing the now famous and historical split that resulted in the formation of the Tejano Democrats.  I was at that historic convention and witnessed the vote and the walk-out by legends in Texas Latino politics led by former State Senator Gonzalo Barrientos

Rep. Alonzo worked with me (like Michelle Obama says it) and former County Commissioner Carlos Aguilar III to set up a local chapter of MAD, Camino Real Mexican American Democrats when I sent  Rick Armendariz of the infamous Forma Group to a convention to file the necessary paperwork to form the organizationArmendariz is said to be going to vote (I don’t think that it is likely for a campaign consultant to do this but he owes Marquez). The organization was formally dissolved last year. This ousting strategy is not new but something I participated in when I recruited Norma Fisher Flores at a motorcycle run to run against the incumbent DNC Hispanic female Blanche Darley.  I asked her if she knew who Blanche was, to which she replied “no” and that act and her victory added to the feud between Blanche and I (bad Norma, and I use to wonder why she was so helpful to my opponent(s)). Fisher Flores was elected by the Hispanic Caucus in a bitter contested race that Darley challenged and took to the DNC at the national DNC Convention.  I asked for strategy assistance from Rep. Alonzo who represented Fisher at the challenge. Fisher Flores won the challenge and served as the DNC Hispanic female until 2008.

Alonzo is an experienced Party and convention strategist. His involvement or non-involvement will have consequences either way.

Robert Grijalva has announced his candidacy for State Democratic Executive Committee (SDEC) Male for Senate District 29. He will be challenging local attorney and President of the Black El Paso Democrats Don Williams in what is being talked about as an attempt to take out Williams, who was a newbie to Democratic Party politics until 2008. Grijalva is the Chief of Staff of State Representative Chente Quintanilla and was Chief of Staff of former State Representative Paul Moreno and an experienced political operative.  “Los dos pajaritos cantantando” sing that Williams has brokered a deal with the Veronicuns (quien sabe)? Grijalva is definitely not the Veronicun candidate.

Yolanda Clay, the niece of former State Representative Paul Moreno and SDEC Committee Woman, is said to be “undecided” if she will run as she and incoming El Paso Democratic Party Chair Rick Melendrez and her don’t see eye to eye. Local attorney Becky Robledo is said to be interested in running for the position which will make for a 3 woman race and means one of the candidates will have enough votes to cut a deal to crown the winner. The Veronicun candidate is unknown but “dos pajaritos” are singing the candidate is Carmen Rodriguez, the wife of Senator Jose Rodriguez. It is interesting that the information of a Veronicun running was raised on BORDER TALK  radio earlier today by C Leroy Cavazos, a listener from Mission, Texas, who called in about his candidacy for SDEC Committeeman in the Person with Disabilities Caucus. Rumors heard that far away have to have some grain of truth to them don’t you think?  Best of luck and shout out to C Leroy Cavazos!!  Si Se Puede!!

The elected leaders for SDEC Committeeman and Committeewoman work hand in hand with the Democratic Party Chair on Democratic Party issues. Rep. Alonzo’s involvement or participation is not confirmed….and this just might be “dos pajaritos cantando”……

Facebook rants and postings indicate a run on the current El Paso Party leadership.  Houston, Texas is further away from El Paso than the Capitol of New Mexico and Phoenix Arizona, but the Moreno faction has always been successful in hauling Delegates and Alternates to conventions in years past.  Political organization attending include the El Paso Young Democrats, the El Paso Young Stonewalls, Paso Del Norte Tejano Democrats, elected officials and independents.

I will be attending the convention in a new role as a former elected, a talk radio host and producer of BORDER TALK, calling in from the floor of the convention and blogging the intimate details as I witness events unroll in Houston, Texas at the Texas Democratic Convention…..stay tuned……..it is going to be interesting!

THE HORSE RESULTS: "Norma's PICKS & PREDICTS" 14 out of 18 Correct or 1/2 Correct, 4 Wrong!! (Not bad since 2 of the 4 were picks I just COULDN'T call for the winners ).

The political horses have finished their races and taking laps around the track to cool down and figure out what went right or what went wrong and what could they have done for a photo finish victory.

Last City election (2011), I was making "picadillo" when I wrote a "note" called the "Picadillo Derby" on Facebook (it is still there if you care to look at those picks and predicts) and I gave horse names to candidates in the grand spirit of horse racing as a comparative to political races. In those races I too had wins, loses, and run-offs. It is in the spirit of American politics that I do the picks.

I picked a few horses this delayed Democratic Primary and I get the last say on my "Norma's Picks and Predicts".  That is the fun part of of writing a blog, writing political satire, "picks and predicts", and sharing those predictions as a radio talk show host of a "Democratic leaning" talk show I host BORDER TALK (time for a plug: KHRO 1150 AM, Monday - Friday 10 am to 12 noon and can be streamed at www.khro1150.com) is that you can write what you want, in the style that you want, the grammar that you want, the language that you want, the Spanglish if you want.  It's my bloggie.

And so out of "18 picks and predicts"  I accurately called 8 races, I called at least one of the candidates in a run-off in 6 races, and I called 4 races wrong.  Granted the 4 races I called wrong, two of those races, I would have never called for the people who won because of my bias (yes I said it...I was biased).

I am working on a "Picks and Predicts" quick wrap up on this blog post that will be updated and I am working on an extensive piece with political junkie and numbers guru Alex Guzman (my guest host on BORDER TALK on KHRO 1150 for the two El Paso Democratic Primary shows we did election day) on the specific Reyes vs O'Rourke race. This piece is will be statistical in nature with opinion on what the data means. (Alex you ROCKED as a radio co-host).

A big thank you to David Candelaria and Joe Joe Garcia at Entravision for recognizing the public value of a second show in the afternoon on Election Day.  If you see them out and about let them know you appreciate the return of talk radio during the week and the two shows on Election Day.  Lots to talk about on BORDER TALK!!

Updates on this blog, are forthcoming on the 18 races.  I have already posted a lot of my public commentary and concepts on my Facebook wall. I will be expanding on some of these political thoughts and or concepts and adding new commentary to the subject matter of votingLatino empowerment, politicsgender, and specific elections.

Planning Meeting for the 40th Anniversary of the La Raza Unida Party Historic Commemoration in El Paso!!

There will be a planning meeting for the “La Raza Unida 40th Anniversary Commemoration” on Saturday, June 2, 2012 from 2-4 pm, in the Media Room at the Mercado Mayapan.

September 1, 2012 marks the 40th year anniversary of the Raza Unida Party’s first national conference and political convention that took place September 1-4, 1972 in El Paso, Texas at the El Paso County Coliseum.  More than 1,500 delegates from throughout the United States, over half of them women, converged in El Paso to caucus around social and political issues important to the Chicano(a) community and to elect a leader of the new political party.  Delegates caucused at the Sacred Heart Gym in Segundo Barrio before assembling at the Coliseum.

Dr. José Angel Gutiérrez is a Chicano activist, a primary co-founder of La Raza Unida, and political leader of the Chicano Movement during the 1960s and 1970s in Texas.  La Raza Unida Party was a political organization that emerged to help to raise public consciousness of Chicano civil rights and to politicize Latinos into getting in control of their community threw the ballot box, because the Democratic Party had taken advantage of Latino voters and provided empty promises. Gutierrez will be in El Paso for the historic reunion of Chicano activists and leaders of the Chicano Movement that emerged out of the Civil Rights Movement.

Jose Angel, is a personal friend a leader and mentor, I am honored to have been included in one of his books, “Chicanas in Charge: Texas Women in the Public Arena” and to have served as a primary organizer in El Paso of his campaign for the US Senate in Texas.  He is a boisterous and opinionated Chicano, out spoken, well read, and fearless.  His presence, persona, and political knowledge on empowerment shatter the political conscience because Jose Angel speaks not only with authority but passion for politics and power.

His book publications include El Político: The Mexican American Elected Official (El Paso: Mictla Publications, 1972); A Gringo Manual on How to Handle Mexicans (Piedras Negras, Coahuila, Mexico: Imprenta Velasco Burkhardt, 1974); A War of Words (co-authored) (Westport, Connecticut: Greenwood Press, 1985); The Making of a Chicano Militant: Lessons from Cristal (Madison: University of Wisconsin Press, 1998); and translator of Reies López Tijerina, They Called Me "King Tiger": My Struggle for the Land and Our Rights (Houston: Arte Publico Press, 2000); a revised and expanded edition of A Gringo Manual on How to Handle Mexicans (Houston: Arte Publico Press, 2001); Chicano Manual on How to Handle Gringos (Houston: Arte Publico Press, 2003); We Won't Back Down: Severita Lara's Rise from Student Leader to Mayor (Houston: Arte Publico Press, 2005); and Making of a Civil Rights Leader (Houston: Arte Publico Press, 2005).

He also has written several articles and chapters over the years, the most recent being "Chicano Music: The Politics and Evolution to 1950", for an anthology edited by Lawrence Clayton for Texas A & M University Press, forthcoming; "Binacionalismo en el siglo XXI: Chicanos y mexicanos en los Estados Unidos", Fondo Editorial Huaxaca, Oaxaca, Mexico, forthcoming; "Experiences of Chicana County Judges in Texas Politics: In Their Own Words", Frontiers: A Journal of Women's Studies, 20:1, Spring 1999; and, "Los dos Mexicos", Extensiones: Revista Interdisciplinaria de la Universidad Intercontinental, Mexico D.F., Mexico 4:1 y 2. 1997. Gutierrez organized and conducted most of the interviews for the oral history project Tejano Voices at the University of Texas at Arlington.

The cry of Crystal City resulted in the birth of the Raza Unida Party, and one cannot mention Crystal City without reference to Jose Angel Gutierrez. It was established on January 17, 1970, at Campestre Hall in Crystal City, Texas, where a meeting of 300 Mexican Americans was held. In 1967, Gutiérrez and Mario Compean founded MAYO, the Mexican American Youth Organization.  In 1969, at the first and only national MAYO meeting, Chicano activists endorsed the formation of a third party.  Gutierrez is credited for proposing the establishment of the third party.

The Raza Unida Party then filed for party status in Zavala, La Salle, and Dimmit counties in January 1970.  The rest is Chicano history that will be retold during the historic September 40th Anniversary Commemoration.

Miguel Juarez is on the committee and has informed me that there is an extensive outreach to the founders and participants of the 1972 Raza Unida Party Convention.  Dr. Dennis Bixler-Marquez is an academic facilitator, under Chicano Studies at the University of Texas at El Paso for the event.  This event will be a great historical reference for old Chicano activists, academics, historians, the young, and the young at heart.  Our better educational, social and economic standing is a result of a hard struggle that continues to exist, even though generations of Latinos have now successfully moved up the social and political empowerment ladders. Let’s join the community in organizing a great event!!

Norma’s “PICKS & PREDICTS” for the 2012 Democratic Primary

It is time to reflect on how redistricting, lawsuits, Supreme Court rulings, delayed Primary Dates, and Super PAC money for the Texas Primary have impacted the incumbents, the Primary challengers, and open seats in the local Democratic Primary.  I believe that the delay hurt incumbents the most, gave decent primary challengers a real shot, and altered the outcomes of the open seats! As a former office holder in my own bloody Primary two years ago, I have had the opportunity to sit in the bleachers and not play on the field. And this Primary season in El Paso has been the bloodiest I have witnessed in my entire voting life. It is more brutal than the Obama/Clinton Primary in 2008!

El Paso Political Follies 2012
The follies included “porta-pottie politics” when a public facility with early voting machines banned public bathrooms forcing two candidates to come forth and pay for a “porta-pottie” to be delivered and cleaned daily in Fabens, Texas in the far East section of El Paso County.  This public voting facility is where voters were voting for candidates for the 23rd Congressional District, state representative, county commissioner as well as the rest of the down ballot and the president and vice president (only in El Paso County).

The Elections Administrator confirmed that complaints had been made at the Carolina Senior Center when impassioned volunteers were resorting to name calling, running up to voters, blocking other poll workers from being able to pass out campaign literature, cursing, and physical contact actually occurred (allegedly) that almost led to some serious FIST FIGHTS between candidate volunteers. The Carolina Senior Center is a public facility where a heavy voter turn-out occurs every election cycle, South of the Freeway ( in a predominately Hispanic voting bloc area in my old House district). Now it is a political hot spot! Used to be everyone was civil and went about their way, broke bread together, but not anymore!

On the opposite side of town known as the West Side, the more affluent side of town, Fiesta shopping center was the #1 Early Voting location in the city where it recorded thousands of people voting and where the majority of the thousands of Republican crossover vote likely occurred. A respected local journalist, Estela Casas, reported on air, that a person working at KVIA was personally called by millionaire real estate tycoon Bill Sanders, a well known Republican, asking the person to cross over vote for his son-in-law running on the ballot as “Beto” O’Rourke.

A local political blogger who has posted strong and opinionated blog posts for one or the other candidate in a variety of races is on the payroll with a husband of a local politico that jumped from one race to another.  The “husband” himself is an elected official and one of the candidates that bowed out of the open seat for House District 75 and is “moonlighting” as a political consultant! The blogger created logos and produced TV spots and mail. No law prohibits the blogger from doing it, but don’t base your political judgment on someone who is picking up “Benjamin’s” to write opinion on a politico or candidate.  His is biased and directly influenced by the coins thrown his way!

The a public reunion of the “Shapleighites” occurred at voting locations all over town as the political faction, the predecessor of the “Veronicuns”, were seen out in force for O’Rourke including County Judge Veronica Escobar with her “I heart Beto” t-shirt and sign at Carolina Senior Center, Eliot Shapleigh and his wife were seen at the corner of Sunland and Mesa St.’s waving signs, City Rep. Susie Byrd was at Early Voting locations in the Northeast, and Stevo was probably hiding from the sun so that he can run for Mayor next year.  Stevo was seen with O’Rourke, Veronica, and Shapleigh at a popular eatery in the Cincinnati Street district.

The 16th District Congressional race brought out the uglies! Beto O’Rourke started the campaign with mailings referencing “corruption” against Congressman Reyes with the Reyes campaign strategy choosing to stay focused on positive messaging until BAM!  The O’Rourke campaign took advantage and conveniently distanced themselves from the SUPER PAC’s capacity to go “robo negative” on the Congressman.

One of my early political mentors, Lena Guerrero, left me a lot of tools in the “political tool box” and one of the lessons she shared with me was to “STRIKE BACK” in the medium that you are attacked with 48 hours of being attacked. This means you have to have that attack in the “can” and ready to drop as soon as you are hit.  I believe the Congressman’s campaign should have followed that strategy. And in this age of social media, you have the capacity to “strike back” in seconds!!

Further, you have a White guy with a Brown nickname…and a Brown guy with a White nickname. Robert Francis O’Rourke is far from being a Hispanic candidate for Congress in a Hispanic District but the nickname, and “Beto” is all he has on the ballot, does give a lot of voters the impression he is somehow Hispanic. He is not and he has never said he is.  I have heard different versions of how he got the nickname, I always wondered what the real story is.

Silvestre Reyes, is a career public servant, moving up the ranks in the Border Patrol, until running for Congress.  He moved up the ranks in the US House of Representatives, serving as a Chair of a standing committee and Chair of the US Hispanic Caucus.  He has the nickname “Silver” but is and has always run simply as “Silvestre Reyes”.

And so these El Paso Political tidbits come into play with my “Norma’s Picks & Predicts for the 2012 El Paso Democratic Primary”.

President Barack Obama and Vice President Joe Biden
FOUR MORE YEARS, FOUR MORE YEARS, FOUR MORE YEARS!!
"When enough of you knock on doors, when you pick up phones, when you talk to your friends, when you decide that it’s time for change to happen, guess what? Change happens. Change comes to America." – President Barack Obama.  Enough said! Obama/Biden need to carry El Paso by more than 65%!

US SENATE: Paul Sadler
I having served in the Texas Legislature with Paul when he rewrote the education code, witnessed him chairing a super committee of Texas House of Representative Chairmen, and witnessed his temperament to get both Republicans and Democrats to agree on complicated issues for the state of Texas. He is the best overall candidate with Texas legislature credentials and achievements, and he was endorsed by all major newspapers in the state except for our local paper who didn’t endorse in the race. Paul needs to carry El Paso by any means necessary!  Paul Sadler helps the down ballot in November, BIG TIME! A rural East Texas Democrat with manners and a record is just what we need!

US Representative District 16
The contentious race allowed an out of town political action committee to define the incumbent and the millionaires that contributed should not be allowed to buy this seat or any other.  The Republican “dog whistle” blown by Beto O’Rourke’s rich father-in-law Bill Sanders, who phone banked Republicans to “cross-over” and “vote Democrat to influence and elect and send my rich son-in-law Beto to Congress” is a very dangerous precedent established in this race.  It is a “model” that will be duplicated in everywhere America and against incumbent Latino Congresspersons.  I believe that the Democratic base has been beaten down with the public corruption incidents and that there is disbelief of the blatant bias by the El Paso Times and voters have silently voted in the “D” column for Congressman Silvestre Reyes in greater numbers. El Paso is a Democratic stronghold and this is a Democratic Primary, Beto O’Rourke’s personally pedaling and pandering to Republican voters to win is going to be his big mistake, even though the Congressman stands to gain from some crossover vote for Beto's vote to reverse the voters decision in a voter referendum. Further, Congressman Reyes’ endorsement by two US Presidents including President Barack Obama and President Bill Clinton, is a “dog whistle” to the Democratic base. I call the Democratic race for Congressman Silvestre Reyes. He wins outright or leads in a run-off.

US House of Representatives District 23
Ciro Rodriguez and Pete Gallego will tangle in a run-off.  I served briefly with Ciro and throughout my career in the legislature with Pete. Both are outstanding men with different qualities. Ciro has been on the ballot in El Paso before and has been in the trenches on issues especially serving in the US House Appropriations Committee so he will have the El Paso advantage.  Pete has the benefit of friendly races in the down ballot with Mary Gonzalez working with him to help cover precincts.  Pete’s old district is in the congressional district and Bustamante helps the situation for a run-off.  I call a run-off between Gallego and Rodriguez. Either Gallego or Rodriguez can lead.

State Board of Education, District 1
The likable Sergio Mora came to El Paso for a week and a half stay speaking with educators, political groups, politicos, community leaders and garnered the support of County Judge Veronica Escobar and the El Paso Times, State Senator Judith Zaffrinni and Congressman Henry Cuellar.  Meanwhile, bootstrap in the trenches for adult education and rough around the edges, Andres Muro, ran on his experience in education and worked to death to get a late endorsement by the Federation of Teachers. State Senator Jose Rodriguez, and most of the “Veronicuns/Shapleighite” faction now support Muro.  I call a run-off between Mora and Muro, Mora leads in the run off.

State Representative District 75
Mary Gonzalez of Clint, Texas comes home after continuing to pursue her higher education goals and simultaneously campaigns for House District 75 while completing a PhD. She has the most money, endorsements, but she has still struggled to connect completely to the stalwart Democratic District that is getting to know her and like her.  Hector Enriquez struggled from the beginning making mistake after mistake, filing incomplete campaign reports, but has been consistent in walking the district getting one vote at a time.  He has the most "old school" name ID as he has the same name as his former public office holder father, Hector Enriquez Sr.  His strategy is to get in a run-off and he is likely to do that as Tony San Roman has the famed (or infamous) Serna family backing him, which in the Valley is a big thing.  I call a run-off between Mary Gonzalez and Hector Enriquez with Gonzalez having a substantial lead (if she doesn’t squeak by with the number of votes to win out right).  It is simply old entrenched politics vs getting to know the “homegirl” who’s been away.  That’s all!

State Representative District 77
She is Marisa Marquez, the state rep that beat the 30 plus year incumbent and Hispanic leader of many “firsts” Paul Moreno. She makes much to do about the delegation “getting along” even though the delegation I served with was successful, achieving landmark legislation including the first funding for the medical school. Her political mail focuses on her legislation for “colonias” but she has NO COLONIAS in her district and she is known in the Capitol for stealing that bill from Senator Eddie Lucio, putting her name on it, and passing it with Senator Eliot Shapleigh, a no-no! She touts her passage of the “ethics bill” which has achieved absolutely nothing to date and is what it was projected to be and that is a “feel good bill” that Shapleigh wanted to pursue. She is known in Democratic circles for firing the Democratic workhorse Alice Rosas and working tirelessly to deny her unemployment benefits (Rosas eventually won), for sending Rosas to look for her car after nights out on the town, for her alcohol consumption and for talking down to lobbyists and ANYONE that was supportive of me when I served in the legislature (I’m gone and done at the Capitol deary). Aaron Barraza I had the distinct pleasure of meeting, months after he filed for office.  He has run a textbook campaign on a limited budget, walked precincts, phone banked, and has garnered endorsements of major political organizations, groups, and Paul Moreno.  With a little more money he could have beat her solidly.  The crossover vote is of concern especially since Dee Margo was phone banking Republicans and Democrats to support Marquez.  Marquez is so disliked by so many people I call the race for Aaron Barraza by 200 votes, in spite of big amounts of cash she's spent.  Everyone in Austin will love Aaron and he will make a fine addition to the Delegation.

Chief Justice, 8th Court of Appeals
Ann Crawford McClure is not a "shoo-in" in part because she is a Republican appointee to the bench.  Luis Labrado lacked enough money for a basic name ID mailer or early voting TV spots to allow voters to get to know him.  The Republican crossover benefits McClure. I call the race for McClure.

Jusice, 8th Court of Appeals
Judge Marcos Lizarraga has the office holder advantage and has sent a reminder political mailer to voters that the El Paso Times made a big “to-do over” something that was NOTHING. It only helped his already high name ID.  Yvonne Rodriguez has served on the bench and lost her re-election bid, has some pretty snazzy mail and TV spots.  Tom Stanton is the underground favorite of many in the legal community but that doesn’t always transpose into votes. He will benefit from the great surge in crossover vote for “Beto” and for “Silver”. I predict a run-off between Lizarraga and Stanton.

District Judge 41st Judicial District
Anna Perez has the benefit of still being an office holder as County Commissioner and running for the bench.  Her husband Art Fierro is a tireless campaigner, EPCC Community College Trustee, and now political consultant handling other candidates on this Primary ballot. Perez is part of the political faction “Veronicuns” (some people like them, some people love them and some people HATE THEM).  Mike Cervantes tried some different things including synchronized text messaging.  Dolores Reyes had professional help this election, and ran a simple judicial type race. This race was very amicable between the opponents.  I call a run-off between Dolores Reyes and Mike Cervantes, Reyes leads.

District Judge 243st Judicial District
Richard Contreras is a nice and respectable person, having served as legal adviser to a variety of public entities.  Luis Aguilar served on the bench and has more name ID.  I call the race for Aguilar.

District Judge 383rd Judicial District
Mike Herrera’s message was simple: "I’m the judge on the streets waving with my yellow sign".  Lisa Aceves Hayes was recruited to run and came on strong with a good TV spot.  Not enough for Hayes.  Herrera remains on the bench.

District Judge, 388th Judicial District
Don Williams is Chair of the Black El Paso Democrats and touts a multi-page resume which crowns him king of the forest. He had a previous situation when he served on the bench that follows him around and a whisper campaign by multiple groups and individuals against him. Laura Strathmann has the money, has a lot of endorsements, has worked the circuit but still falls a little short on people’s confidence for her to serve on the bench. Lucilla Flores Camarena I don’t know enough about her other than she was recruited to run and given no or little support.  Phillip “Phil” Mullin is the likable lawyer, that loves rock-n-roll (leaning on heavy metal), is grounded and hard working. I call a run-off between Laura Strathmann and Phil Mullin. Strathmann leads the pack.

District Judge, 448th Judicial District
David R. Cavazos has a big sign on the freeway near the IH-10 exit near Downtown going West. That’s it! Sergio H. Enriquez is a “phantom” candidate who has not been seen or heard of since his last campaign (?). Ray Gutierrez is the former firefighter, crime fighting and motorcycle riding attorney, who’s campaign workers almost duked it out with Arditti campaign workers.  Judge Regina Arditti is the famed judge charged with nepotism, represented in court by Theresa Caballero and Stuart Leeds, and a jury panel found her not guilty of any charge. She had her day in court and WON, has a beautiful billboard, and sent out a reminder mailer to the voters, and has a bulk of the endorsements.  Too many horses in the race. I call a run-off with Judge Arditti and Ray Rodriguez.  Arditti leads.

Criminal District Judge, Court No. 1

Diane Navarette don’t know enough about her other than the fact she is another female in the race, which is why she possibly was recruited to run.  Theresa Caballero is a sort of “household” name, known for many things including countering her father’s political agenda on City Council when he was Mayor, taking on elected officials and calling them out, running for DA, and most recently representing Judge Arditti in a case that found the Judge NOT GUILTY, but her court decorum landed her in deep trouble with the Judge. She is fearless and considered the “underdogs” BIG DOG! Jose Castillo has had endorsements and money enough to run a TV commercial that the only thing that remains in my head is “why is he sitting down”. I call the race for Theresa Caballero no run-off.  She is going to be a thorn in someone’s side.

District Attorney
Jaime Esparza has the name ID, has the experience, and has done nothing more than “not draw attention” to the race.  James Lucas has an ax to grind and is possibly in the race to keep Jaime busy because his “thorn in his side” is running for a judicial seat this time around.  Jaime Esparza wins 70% plus.

County Tax Assessor-Collector
Armando Rodriguez is the “pounding on the door” candidate with a message and data on the incumbent, waiting to be heard and exposed by any and all voters willing to listen. He us part of the “young blood” running this election cycle. Victor A. Flores did a taxpayer “no no” when he sent what looked like a political mailer in a tax funded mail out. He is entrenched and I think that Rodriguez smells a retirement coming soon and getting himself ready.  Too close to call because of the new blood running. Incumbent Flores has the advantage but could go the other way.

County Commissioner Precinct No. 1
Carlos Leon is the former Chief of Police in a not-so-good year for police officers due to corruption and ongoing indictments of police officers. But he does have name ID and experienced campaign assistance and the old guard in support of his candidacy.  Liza Montelongo is a former member of the Ysleta Independent School District school board, she helps hundreds of high school students apply and obtain college scholarships, she is known as a vocal advocate on the school board. She has run a smart campaign, with good campaign literature, clear message, and boots on the ground. Jaime Romo is a County of El Paso Nutrition Program Administrator. He has minimal funding and is a good guy with parents who are experienced in grass roots organizing. He will be back. He has the heart to serve the people.  Liza Montelongo will lead in a run-off if she doesn’t squeak by and take it. Carlos Leon will be ready to start fresh in a run-off so Liza will have to stay on her toes!

County Commissioner Precinct No. 3
Vincent “Vince” Perez is the young blood in this coral of horses. He earned his stripes working for Congressman Reyes but was recruited and coaxed into running by County Judge Veronica Escobar. Many people say, the Judge wanted to get Vince out of the office of Congressman Reyes for the benefit of her political ally Beto O’Rourke and unfortunately Vince lost support because of what many perceived as disloyalty. He is brilliant but common sense cost him his job in DC. He could have waited and been anointed by the Congressman and all his supporters. It was Vince’s call. “Chente” Quintanilla is the former state representative who retired to run for County Commissioner. He is the “old school” candidate that has gone from school administrator, to college board trustee, to state rep, to wanting to be County Commissioner. Vince has tried to tag him as a “pension jumper” but Chente is elected and re-elected because he knows people by their first name. Rudolfo “Rudy” Loya is the amicable candidate who has worked the political organizations but this go around fell short of support. He is developing his own political identity and name ID for the future. He has been seen “tag teaming” with Vince Perez.  Dora Oaxaca is the only female in the race.  Dora is a very experienced campaign consultant having elected Chente, Willie, and a slew of other candidates even serving as the “nuts and bolts” of Shapleigh’s campaign against Dee Margo.  She should not be under estimated! This Lower Valley race has been rough at the early voting polls.  I call the run-off between Chente and Dora or Dora and Chente.  They both know who to get out to vote and when. Vince and Rudy have been so chummy, they have both cut into their own vote.  Vince will end up working for the “Veronicun” faction in some capacity. Rudy will run again and win.
